Members are asking for determination of which party is the majority or minority in Parliament a de jure or de-facto . Is it based on law or it sits on existing facts? May your Communication, Hon. Speaker, clarify that. 2. I am asking you this together with the Members, whether it is a decision to be made at once at elections and then it remains static, or it is capable of change due to the possibility of post-election coalitions? We have seen this in Israel and Germany. What happens if it is static and at once if parties like United Democratic Movement (UDM), Movement for Democracy and Growth (MDG) and others that were to move from Azimio effectively, successfully and lawfully joined Kenya Kwanza.
