    "content": "WHEREAS, the Public Procurement and Asset Disposal (Amendment) Bill (National Assembly Bills No.48 of 2024) was published vide Kenya Gazette Supplement No.194 of 1st November, 2024 as a Bill seeking to amend the Public Procurement and Asset Disposal Act, CAP 412C to, inter alia, prescribe the threshold of procurement that shall be exclusively set aside for local firms, and also require all procuring entities to set out specific goods, works and services to be undertaken by a local firm in joint venture procurement; AND WHEREAS on Thursday, 20th November, 2024, the National Assembly considered and passed the said Bill with amendments and in the form attached hereto; NOW THEREFORE, in accordance with the provisions of Article 110(4) of the Constitution and Standing Order No.41(1) and 142 of the National Assembly Standing Orders, I hereby refer the Bill to the Senate for consideration. So, hon, Senators, pursuant to Standing Order No.163, which provides that a Bill that originates in the National Assembly be proceeded by the Senate in the same manner as a Bill introduced in the Senate by way of First Reading, in accordance with Standing Order No.144, the Public Procurement and Asset Disposal Amendment Bill (National Assembly Bill No. 48 of 2024), will be read the First Time as listed in the Order paper for this Morning Sitting. Hon. Senators, this is the last one."
