Yesterday, the Speaker ruled that in accordance with Standing Order 79(1), you cannot discuss the conduct of a President of a friendly nation without a substantive Motion. This Motion is not about President Museveni. Therefore, Mr. Midiwo is out of order to engage in derogatory terms about a Head of State of a friendly country. Again, I urge that the emotions be limited in this matter."
