    "content": "Sen. Chimera, you are out of order! I will kick you out of this House. You have been here for three Sessions and you should be aware of what happens in the Chamber. Hon. Senators, pursuant to Article 217(2) of the Constitution, in making its determination, the Senate is required to request and consider recommendations from the CRA, taking the criteria stated in Article 203(1) into account; consult the county governors, the Cabinet Secretary responsible for finance and any organisation of county governments, and invite the public, including professional bodies to make submissions to it on the matter. Hon. Senators, in connection to the recommendation from the CRA on recurrent expenditure for county governments, Section 107(2A) of the Public Finance Management (PFM) Act states that– “Pursuant to Articles 201 and 216 of the Constitution and notwithstanding subsection (2), the Commission on Revenue Allocation shall recommend to the Senate the budgetary ceilings on the recurrent expenditures of each county government.” Consequently, and upon the tabling of the two documents in the Senate, I hereby direct that the CRA recommendations on expenditure ceilings for county governments for FY 2025/2026 and the fourth basis for revenue sharing among county governments for FYs 2025/2026 to 2029/2030 be committed to the Standing Committee on Finance and Budget for consideration. I urge the Committee to expeditiously consider the two matters, noting that the recommendations are earmarked for the next financial year, which begins on 1st July, 2025. Yes, Sen. Boni?"
