Therefore, we agree with the US government, led by President Donald Trump, that USAID must be used for its intended purpose and audited. You will find consultants sitting in hotels like Java with laptops, and they are being paid in dollars. Yet the real intention of the funds could not be realised. Therefore, most of this civic education awareness was financed by Non- Governmental Organisations (NGOs). I am happy that now we have a structure for engaging. Whenever public participation is done in Longisa, let us list the names of the participants. Section 87 of the County Governments Act on public participation has a critical component. I am happy Senator Okenyuri is proposing something. She is giving life to article 10 on principles of good governance and national values. Also, as we allow civic education to be funded by NGOs, we do not want civic education to be done to incite the public against the Government or incite the public against their own country."
