Boy Issa Juma, MP 8. Sen. Hamida Kibwana, MP 9. Sen. Okiya Omtatah, MP Mr. Temporary Speaker, Sir, it has now been two years and a few months since this Fourth Senate commenced. We have taken time to assess the performance of all our committees and individual Senators. There is no better chance than at this time to grant the House the opportunity to evaluate and consider the various competence, regional balance, party diversity and so many things. It is a very difficult job of trying to balance the array of talents that we have in this House. If there is a day that I feel completely stressed and sorry to say so, is a day such as this. This is because any Senator can serve in any committee and perform as well. However, we must also be cognizant of the fact that we are gifted and abled differently. There are areas where people excel. Other areas where, for one reason or the other, they are valued and to be better placed elsewhere. Mr. Temporary Speaker, Sir, after consultation with the leadership of the House together with colleague leaders from the other side of the aisle, we came up with this proposal to the House. Therefore, we are urging and seeking that the House do agree and support that we make these changes so that the committees can begin their work in earnest from tomorrow and the days thereafter because this is a busy time. We have the Budget Policy Statement (BPS) that we need to consider and so many other things that this House will be doing. Mr. Temporary Speaker, Sir, there are only two things that I want to say. We must guard our integrity as a House. As the SBC, we are deeply concerned by certain accusations that continue to be levelled against practices in which we cannot put our hands to. However, we shall be vigilant. We have selected the members of the Powers and Privileges Committee and the SBC where we shall pay keen attention in order to ensure that our committees perform their duty in making sure that this House lives up to the expectations of Kenyans. The second issue is on attendance to committees.
