I thank Sen. Okenyuri for this important Bill for the counties. This Bill, as far as my understanding is concerned, seeks to equip the citizens in counties and villages with information to empower them so that they have information about their rights and whatever belongs to them. To know what is theirs, and therefore, they are the ones that have a right over it, and nobody else can."
