    "content": "My second Statement concerns the agreements for supply and lease of medical equipment to county public health facilities. Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a statement from the Standing Committee on Health regarding the viability of agreements entered into by the Ministry of Health and county governments under the National Equipment Support Programme (NESP) for supply and lease of medical equipment to county public health facilities. In the statement, the committee should- (1) Disclose the names and credentials of suppliers contracted by the Ministry of Health under the NESP to supply and lease medical equipment to county public health facilities, explaining how the said suppliers were selected. (2) Provide a detailed schedule of payments made by each county government under NESP in financial year 2024/2025, highlighting any deductions made directly from the county governments equitable share of revenue raised nationally. (3) Explain the role of respective county governments and the Council of Governors (CoG) in the negotiation and execution of agreements under NESP, outlining the steps taken to ensure strict compliance with public procurement laws. (4) State measures put in place to ensure that supplied medical equipment meets the required standards and are appropriately utilised once delivered to the health facilities. (5) Outline measures put in place to ensure that the agreements for supply and lease of medical equipment are financially sustainable for county governments in the long-term."
