"content": " Thank you, Hon. Temporary Speaker. I agree with the Chairperson. What I am complaining about is not where the licences are being processed from but, rather, it is about the duration involved. When a small-scale miner applies for a license, it takes four years. For example, a person who applied two years ago is still waiting! That person applied when it was Ksh20,000, but it has been hiked to Ksh500,000. What will happen to that person? They have to go back and apply again and wait for another four years. By the time they get the license, they will be out of business. They will be old and tired, or any other issue may have arisen. So, I request the Government to note that the small-scale miners are the backbone of the economy in this country.
