"content": "FUNDING FOR CONSTRUCTION OF JUNIOR SECONDARY SCHOOL CLASSROOMS Mr. Deputy Speaker, Sir, I rise, pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Education concerning the rationale behind Bills of Quantities (BQs) formulation for the ongoing construction of Junior Secondary School (JSS) classrooms countrywide. In the Statement, the Committee should- (1) Explain the rationale behind the decision to award a blanket figure of Kshs1 million for the construction of each classroom and whether this decision considered transport and other related costs incurred during transportation of materials, including the availability of the said materials within the areas where the construction is taking place; (2) Apprise the Senate on whether the Government has any plans to adjust the amount payable to the contractors engaged in areas that face materials and logistical challenges to ensure contractors do not engage in substandard work as they try to safeguard their profits; and, (3) Provide a list of schools in the country, if any, that are yet to secure contractors for the construction of classrooms due to the cost implications that go beyond the Kshs1 million allocation.
