    "content": "Order, hon. Members! The Minister will have the protection of the Chair not to discuss the utterances of the President of Uganda because that is part and parcel of his conduct. The utterances may have been abusive, unfriendly and therefore, inconsistent with the friendship that exists between Uganda and Kenya but they are part of the conduct of the President of Uganda. So, the Minister will have that protection and if hon. Members wish to discuss the conduct of His Excellency President Museveni, they are at liberty to bring a Substantive Motion to do so. There is no better placed person than the Minister for Foreign Affairs to determine which country is friendly and which is not. As long as the Minister retains Uganda in his classification of friendly countries, that will be the position."
