    "content": " Thank you, Hon. Temporary Speaker. I identified an issue in Clause 4 of the Bill. It states that the Fund shall, pursuant to Article 204(1) of the Constitution, consist of one half of all revenue collected by the national Government. I will propose an amendment because this means that the Fund will have one half of the total revenue of the national Government, which is exceedingly high, so that this Fund remains within the two per cent of the revenue we collect."
