However, it is not factual when he misinforms the House that Article 260 of the Constitution lists marginalised counties. Marginalised areas are determined by the Commission on Revenue Allocation. The Constitution does not provide which counties are marginalised. I thought it is better to inform the House and the Member of that fact."
