    "content": " As a way of trying to enrich the Bill and debate about it, I would want the House to understand not only the spirit and the object, but also the word and the letter. Article 260 says marginalised groups mean a group of people who, because of laws or practices before 2010, or after the effective date, were or are disadvantaged by discrimination on one or more of the grounds in Article 27(4). Basically, it is talking about a historical phenomenon. I think I am just trying to read this Article so that it enriches the contributions Members are making."
