    "content": "My first trip out of this county took me to Turkana. Flying over the land of Turkana before we landed, I asked where we were. I found a county where you cannot see a single green thing. You cannot see water in very many places other than along some river which was also dry. That time, I was travelling to Turkana for a public participation on the current Refugees Act. We met the communities and they asked us why they are not given services like refugees. Hon. Members, I was very saddened to hear Kenyans asking to be treated like refugees or to be refugees in their own country because they would be served better. The Turkana people asked us why refugees have health facilities and piped water, but they do not have. We may take it lightly, but we have had populations registering as refugees so that they can get services."
