The definition of marginalised community encompasses that of (b), (c) and (d) because after (a), there is no ‘or’, therefore, it has covered all of them. But if there is an area in a certain county that does not cover the entire county, we need to define that particular community. So, we should not talk about counties, but communities. Further, we should probably isolate and indicate the counties they fall under. To ensure that we do not limit ourselves to the 14 counties, we should look at the communities, irrespective of the counties. They might not even be the 14 counties that have been indicated.
