"content": "What I am trying to say is that by the time Article 204 was inserted in our Constitution, that time in one way or the other has been overtaken by events and as we speak, it is somehow discriminatory to areas which are so much affected by the lack of budget allocation for development. In our debate, as I would pray for an amendment of the same when it moves forward in this House, there are things to be considered. When we are talking of the Equalisation Fund, we should be talking of affirmative action of the areas which lack the basic necessities like water, electricity, roads, health facilities and the rest because we are just living in assumptions. There are some counties which we live in assumption that they are the best, but when you go down to those counties, you find that there are some sections and some constituencies which have been purely abandoned."
