    "content": "This Bill is very important and has remained so for many years. In my view, we are doing it a bit late. We should have had this Bill many years ago. The insurance sector is very important and plays a key role in assisting the country to grow economically. This Bill captures some critical areas that need to be worked on for an effective insurance sector in Kenya. One of the areas is the establishment of the Institute, which will determine who an insurance professional is. To be called a professional, you must have undergone some minimum hours of training. This is one of the sectors where we have \"briefcase\" insurance brokers and agents, and as a result, our people have suffered. I am sure you, or any of my colleagues, know of a person who took fire insurance but was never compensated when the worst happened. We have so many such cases in this country. When they come to sell the policy to you, they do everything to convince you to buy, but when it is time for compensation, the wars begin. Through this Bill, we will have professionals who will get claims paid on time, as this is critical."
