    "content": "by virtue of that Constitutional amendment, the IIEC is a successor to the ECK. Therefore, it automatically succeeds to this because this is effective from 1st of July. So, if there is no vice chairman, that provision will only apply up to the time the new Constitution came into force. So, if there is no chairman, there will be no payment. What is the worry?"
