"content": "Hon. Joseph Gitari (Kirinyaga Central, UDA): Hon. Speaker, pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Administration and Internal Security regarding the alarming rise of insecurity in Kirinyaga Central. Over the past two months, residents of Kirinyaga Central have witnessed a distressing surge in violent crime, including broad daylight robberies, assaults, and even fatal attacks. On Friday, 3rd January 2025, Mr William Mbogo of ID No.0500645 and his wife Mrs Joyce Mbogo of ID No.6091807 were violently attacked and robbed outside Mutuma Block in Kirinyaga Town, moments after closing their M-PESA shop. The next day, on 4th January 2025, Stacy Nyakio Kinyua, a 13-year-old girl was raped and murdered in Kibingo, with her body being discovered later in a thicket. On 24th January 2025, Mr Peter Karimi was fatally shot while attempting to rescue Ms Gladys Nyambura who was being attacked. Incidents of robbery with violence, mugging, assaults, and tragic loss of lives being witnessed have spread fear, panic, and apprehension all over the county, especially in Kerugoya Town. On 11th February 2025, four suspected criminals were apprehended by an irate crowd in Kerugoya Town while trying to steal from an M-PESA shop, and their vehicle was torched. Residents no longer feel safe to move about freely and businesses have been forced to cease operations early impacting the livelihoods of the residents. It is against this background that I request for a Statement from the Chairperson of the Departmental Committee on Administration and Internal Security on the following: 1. A report on the status of investigations into the killings of Ms Stacy Nyakio Kinyua and Mr Peter Karimi as well as the robbery and violent attack on the Mbogo family. 2. The specific measures being put in place to strengthen security in Kerugoya Town and Kirinyaga County to curb the rising cases of violent crime. 3. Reasons for the apparent inadequacy of security agencies in the region, particularly in Kerugoya Town, and what steps are being taken to address this concern. Hon. Speaker, your office is very swift in approving these Statements. Apart from this, I have received some more information that is not in the Statement. There is an officer from Karaini Police Post who is attacking people with an iron bar. He has broken the leg of one person from the Karaini area and another one is suffering injuries and is being treated in…"
