    "content": " Thank you, Hon. Speaker. You have just said that as the National Assembly, we are not surrogating but defending. When you are always under attack, sometimes attack is the best defence. The CoG is surrogating somebody else to take away work that helps in our constituencies yet under the Fourth Schedule to the Constitution, county governors have no constitutional mandate to issue bursaries. But because we know the bursaries help people, we block our ears and close our eyes to the fact that what they are doing is unconstitutional. So, instead of defending, why do we also not attack so that it is fair? The National Assembly has many brilliant minds. Like Paul asks in the Bible, “Foolish Galatians, who bewitched you?”, foolish parliamentarians, who bewitched you? Why are we allowing people to always attack Parliament yet we have brains and we can also attack them in courts?"
