    "content": "Secondly, the object of the Act is to provide for licensing of exploration and exploitation of gold. Some of those provisions are in the Mining Act. The Bill goes ahead to state in Clause 4(2) that this Act shall prevail in the case of any inconsistency between this Act and any other legislation. That means that if there are any provisions that are inconsistent with the Mining Act, then the Gold Processing Bill will take precedence. We may easily run into conflicts because of that. Clause 5(1) states that a person shall not engage in the exploration and exploitation operations of gold without obtaining a permit in accordance with this Act. We know that the Mining Act has set the process of obtaining a mining licence. Since gold is a mineral, it is covered under that Act. We have to look at that."
