Ngogoyo to appreciate that Cabinet Secretaries will only come to the House if there are Questions to be responded to, but not requests for statements. What Hon. Ruku has presented is a request for a statement, which gets to this House through a certain process and procedure. Hon. Ngogoyo is a new Member who has refused to learn the procedures of the House. I do not know how he was in high school, but I have my doubts. You do not write a letter to Parliament. You raise a question or request for statement on the Floor of the House. If it is a Question, the Cabinet Secretary will respond to it before the relevant Departmental Committee, in which case we generate a schedule of Questions to be responded to in the departmental committees. Hon.
