If you read paragraphs 88 and 89, it states that they agree with the Report and the two-thirds gender rule should be implemented through party lists. What they are saying is overly ambitious. In paragraph 92, there is a proposal to implement it in this term. So, if we go by the Report, we will still have party lists that will provide a top-up. That is what they are saying."
