Kimani Ichung’wah, was published vide Kenya Gazette Supplement No. 58 of 8th March 2024 seeking to, inter alia, give owners or claimants of unclaimed assets the power to designate payment of a claim to another person. The Bill was read a Second Time on 28th November 2024 and has been awaiting consideration in Committee of the whole House. However, I have since received correspondence from the sponsor, the Leader of the Majority Party, conveying his desire to withdraw the Bill pursuant to the provisions of Standing Order 140. For clarity, Standing Order 140(1) provides, and I quote – (1) Either before the commencement of business or on the Order of the Day for any stage of the Bill being read, the Member in charge of a Bill may, without notice, claim to withdraw a Bill. In the letter dated 27th February 2025, the Leader of the Majority Party states that in its submission to the Departmental Committee on Finance and National Planning, the Unclaimed Financial Assets Authority (UFAA) indicated that it was in the process of proposing comprehensive amendments to the principal Act. In this regard, the Authority requested a stay of the current proposals for possible inclusion in the broader amendments to be proposed. Having considered the request by the Leader of the Majority Party and noting the attendant provisions of the Standing Orders, I have acceded to the request and hereby direct that the Unclaimed Financial Assets (Amendment) Bill (National Assembly Bill No. 15 of 2024) stands withdrawn forthwith. The House is accordingly guided. Thank you."
