    "content": " Thank you, Hon. Speaker. I think this debate is something interesting to all of us. I suppose that the Chairman in that Committee should investigate it more so that we fulfil a mandate of this House—seeing the question of security that is not just limited to this patient. The Member of Nairobi questioned the security of the institution. Therefore, the Cabinet Secretary or the agency concerned should let us have a whole picture of security in the institution. Apart from the investigation of determining culpability, there is a whole issue of tortious liability on who has the duty of care for some reason, a patient in an institution dies. There are issues to the fact that some people, whether mentally ill or not, are with that patient in that whole time. Who bears the tortious liability of the duty of care? Without us giving so much information on this and with a lot of indulgence, Hon. Speaker, you may want to ask the Chairman, the specific assignments of going to investigate this issue so that we have an oversight function or role on these matters. Thank you."
