Temporary Speaker, that debate we are having right now reminds me of the three Cs: Christianity, Commerce, and Civilisation, which is part of the legacy of our colonial history, but that will be a debate for another day. I am sure that Hon. Okello and Hon. Atandi might be products of two different philosophies. This Bill by Hon. Mary Wamaua is timely and good. It demonstrates that the Member is familiar with the crisis in our education sector. The main object of the Bill is to amend the Basic Education Act No.14 of 2013 to provide for the establishment of a Sub-County Education Board in every sub-county. The function of the Sub-County Education Board is also clearly spelt out. Before I make my general contribution, there are particular things that Hon. Mary Wamaua needs to look at so that we have a definitional clarity. In our governance structure, we have the national Government, counties and constituencies. These are constitutional entities. We also have administrative sub-counties under the National Government Administration Act. For clarity, what does the Member have in mind? Does she have in mind the Constituency Education Board or the administrative Sub-County Education Board? Let her make that clear.
