    "content": "One of the key challenges in the education sector is the resolution of problems. Who is in charge of a headteacher or principal? Teachers are regulated by TSC. The ministry regulates BOMs. When there is embezzlement of funds by the headteacher or principal, who is responsible? The ministry conducts audits, and TSC is expected to take disciplinary action. Who is more powerful? Where does the teacher belong? So, we need a board that will be involved in dispute resolution when there is conflict between the community and the school. We have seen many boundary conflicts, noise pollution, and other disputes. This Board will be very important at the constituency level. I agree with my colleague that we need to go back to the definition and ensure the level is constituency, not sub-county. I have three sub- counties, so if that will be the level, then this means I will need three boards in the same constituency. I support Hon. Wamaua on this Bill.
