    "content": "I rise pursuant to Standing Order No. 53(1) to seek a Statement from the Standing Committee on National Security, Defense and Foreign Relations regarding the state of emergency response preparedness and disaster management in Nandi County. In the Statement, the Committee should- (1) Provide an overview of the Nandi County risk management policy. (2) State the number of staff currently working in the Nandi County Emergency Response Unit providing details on the nature and frequency of capacity building programmes and refresher training undertaken to enhance their effectiveness in responding to emergencies and disasters. (3) Provide details on the operational state of all ambulances and firefighting agencies in Nandi County explaining the many reported instances of ambulance breakdown during emergency response. (4) Explain why the county government of Nandi has not established emergency response centres outside Kapsabet town thereby subjecting residents in those areas without the centres to significant loses occasioned by delayed response. (5) Indicate the level of utilization of the Nandi County Emergency Fund explaining why the Fund was not utilized to compensate traders affected by the fire incident at Kaptumo and Chepterit trading centres.
