Mumma on the question of the declaration by the Kenya Secondary School Heads Association (KESSHA) to increase public secondary school fees. I proceed on a different note because I have information that what is currently outstanding is the payment of Kshs28 billion, out of which Kshs14 billion has already been released to the Junior Secondary School (JSS) level."
