"content": "Thank you, Mr. Speaker, Sir, for the opportunity to ask this Question on behalf of the former councillors who cut across the Republic of Kenya. I thank my former colleague at the National Assembly for finding time to come to respond to the questions from Kenyans. Mr. Speaker, Sir, I beg to ask the Cabinet Secretary for National Treasury and Economic Planning the following Question No.015. (a) What are the reasons for the inordinate delay in the implementation of the resolution of the Senate of 18th October, 2018 and the subsequent recommendations of the Inter-Agency Task Force on payment of honorarium and monthly pension for former councillors despite the undertaking given by the National Treasury via a letter dated 28th September, 2021 and addressed to the Senate that it would factor the payments in the ensuing financial year 2022/2023? (b) Could the Cabinet Secretary provide the status update on the establishment of the requisite legal and policy instruments to authorize, process and facilitate payments? If not, state the reasons for such delay and whether the eligible former councillors have been enrolled in the Inua Jamii programme? (c) When will the former councillors receive their full gratuity payments? Could the Cabinet Secretary state the measures put in place to ensure that for those who are deceased the rightful beneficiaries are identified?"
