"content": "Thank you, Mr. Speaker. Mr. Speaker, I have listened very painfully, the difficulty the Minister appears to be having. However, listening to it and reading Article 94 of the Constitution, which speaks to the role of Parliament, it says, in 94(5), that no person or body other than Parliament has the power to make a provision having the force of law in Kenya, except under the authority conferred by this Constitution. We have not come to Nairobi to this House to speak in vain. We do so under the provision of this Constitution, which I have read. Is the Cabinet Secretary suggesting that the Attorney-General has the power to veto Parliament? This Parliament made a resolution."
