    "content": "I want to inform the House. Mr. Speaker, Sir, the Cabinet Secretary has not given the right answer. This was not a Motion. A taskforce was formed and it included the Ministry of National Treasury and Planning, the Ministry of Devolution and Arid and Semi-Arid Lands and the Ministry of Labour and Social Protection. That interagency taskforce was to look at the payment of honorarium and monthly pension of former councilors. It was to negotiate with them. They negotiated and agreed on what should be paid. The interagency taskforce gave proposals and the three Cabinet Secretaries appended their signatures in this Report that I will table to this House. The three cabinet secretaries who appended their signatures to the amount of money to be paid to the councilors are the Cabinet Secretary to the Ministry of National Treasury and Planning, who was Ambassador Ukur Yatani, we also have Hon. Eugene Wamalwa who was the Cabinet Secretary in the Ministry of Devolution and Arid and Semi-Arid Lands and Hon. Simon Chelugui, who was the Cabinet Secretary in the Ministry of Labour and Social Protection. It is a negotiated package and agreement which was to be provided. They said that their monies were to be put in the budget of the financial year 2022/2023. We are not talking of a Motion but a resolution, which was communicated to the Clerk of the Senate from the Ministry of National Treasury and Planning advising the Senate on what the interagency taskforce agreed on. This is the property of the Senate. We are not talking of a Motion passed by the House. It is a resolution from an inter-ministerial taskforce. I want to table this resolution to the Senate so that we do not say that we have finished with the Cabinet Secretary. We must review this decision. Thank you, for giving me all this indulgence."
