Sector Working Groups (SWG) are required to eliminate wasteful expenditures and pursue priorities which are aimed at safeguarding livelihoods, creating jobs, reviving businesses and economic recovery. I want to add that we have already put a zero-based budgeting model into the IFMIS for the budget that we are processing at the moment. SWG should also ensure that all expenditure items in the financial year 2025/2026 budget are justified and emphasis is placed on allocating the limited resources based on program efficiency and requirement than incremental budgeting. Before I finish, I wanted to point out that the day before yesterday, I had a meeting with the Charge’ d’affaires of the United Statesof America (USA) in Kenya. This is what I want to add to the response that I have just given. We discussed at length and it is clear, as I said, that the USA has been giving us support directly through implementing partners, not through the budgetary support. The programs out of this executive order, which have been running in this country, were about 100. With this executive order, the programs may reduce to only 15. These are the areas that are going to be saved from the discussion I had with them. I requested him to give me a write-up on the impact of this executive order, including areas that are not going to be affected. He stated that life-saving interventions will not be affected. Emergencies like infectious diseases, e.g. Ebola, will not be affected in terms of a fund cut. Emergency food assistance will also be preserved or not affected or saved. Finally, our mission in Haiti through our police force will also be supported. Therefore, the executive order does not affect those areas. Those will still continue to enjoy the USA funding. Mr. Temporary Speaker, Sir, even as we pursue these risk-mitigating measures, we remain hopeful that we shall continue strengthening our bilateral ties with the USA notwithstanding the outcome of the 90-day review on foreign aid. We discussed at length with the team from the USA Embassy and they have indicated areas where they still want to continue cooperating with us. They re-emphasized that the foreign policy around Kenya is still intact and remains intact. I thank you very much. I submit."
