    "content": "the Universal Health Care (UHC) has succeeded elsewhere in the world, the funding model is clearly based on what comes from the National Treasury, what they realise from the contributions of members who subscribe to the programme for insurance and an element of out of the pocket. Could you clarify to the country's Cabinet Secretary that the current funding model of the Social Health Authority (SHA) does not factor in any money from the National Treasury? Given that in your budget, you have Kshs134.5 billion thereabout to the Ministry of Health, which is going to remain at Afya House. Can I plead on behalf of the Kenyans that the Kshs134 billion that is remaining at Afya House, you should take upwards of 50 or 60 per cent and take it into SHA so that it can be the national Government's contribution to cushion the programme because the noise I hear across the country, is about funding. People are happy about SHA, but the funding does not appear to be sustainable. Could you undertake to learn and borrow from the way Universal Health Care is funded in other countries, the UK included? I am afraid the noise we are hearing is not about to come to an end. Thank you."
