    "content": "Thank you, Mr. Temporary Speaker, Sir. My question follows up on Sen. Beatrice Ogola's. Cabinet Secretary, the time to prepare for disaster or manage the floods in Nyando is now. Properly speaking, the machines for doing the dikes should be working now. Why do we wait every year, and it is predictable, for the floods to happen in Nyando? Then we purport to bring in dikes, including our senator purporting to create dikes with his own money, and then the same story of evacuating people? Why can we not build the dikes now, in the next two weeks, so that when the rains come, the water is diverted and people do not have to be evacuated?"
