"content": " Hon. Speaker, pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Transport and Infrastructure regarding the status of the 2024/2025 work plan for the Kenya Rural Roads Authority (KeRRA) and the Kenya Urban Roads Authority (KURA). In November 2024, the High Court extended its orders freezing the disbursement of the Ksh10.5 billion Road Maintenance Levy Fund (RMLF) in conditional grants allocated to counties for the Financial Year 2024/2025, pending the determination of a court case on the Fund. The money from the Road Maintenance Levy Fund, which the Kenya Roads Board disburses, are used for maintenance in each constituency through the Kenya Rural Roads Authority and the Kenya Urban Roads Authority. The delay in disbursement of funds is expected to cause a deficit in the projects already tendered by constituencies for the Financial Year 2024/2025, occasioning pending bills. It is against this background that I request for a Statement from the Chairperson of the Departmental Committee on Transport and Infrastructure on the following: 1. Measures being taken by the Government to ensure the work plans tendered for the Financial Year 2024/2025 are not suspended due to lack of funds. 2. Measures being taken to ensure that the delay does not occasion pending bills and other charges that may result from a breach of tender agreements. 3. Actions being implemented by KeRRA and KURA to ensure that roads under their jurisdiction that are due for maintenance are not affected by the delay in disbursement of funds."
