    "content": " Thank you, Hon. Speaker. I pray that you give me five minutes to raise a constitutional matter regarding the reconstitution of committees by this House. I rise pursuant to Standing Order 1, as read together with Standing Order 173, regarding the reconstitution of committees by this honourable House. This House consists of Members from the Majority and Minority parties. However, we also have Independent Members who are elected on an independent ticket to this honourable House. Independent Members of Parliament are elected pursuant to Articles 85 and 99 of the Constitution of Kenya. Further, Article 103(e)(ii) provides that the office of Member of Parliament becomes vacant if an Independent Member joins a political party.
