    "content": "THAT, Clause 8 of the Bill be amended in subclause (2) by— (a) deleting the word “and” appearing in paragraph (d); (b) deleting the period “.” appearing in paragraph (e); (c) inserting the following new paragraphs immediately after paragraph (e)— “(f) the Kenya National Chamber of Commerce and Industry; and (g) the Principal Secretary of the State Department for the time being responsible for matters related to information, communication, technology and digital economy or a representative designated in writing.” The import of this amendment by Hon. Irene Mayaka is to include under paragraph (f), the Kenya National Chamber of Commerce and Industry and under paragraph (g), the Principal Secretary of the State Department for the time being responsible for matters related to Information, Communication and Technology (ICT) and the Digital Economy or a representative designated in writing. This relates to the establishment of the Inter-Agency Transition Committee ((IATC) to review taxes, charges and fees imposed by any county before the enactment of the Act. The committee consisted of the National Treasury, Commission on Revenue Allocation (CRA), Inter-Governmental Relations Technical Committee (IGRTC), the Council of Governors (CoG), Kenya Revenue Authority (KRA). Hon. Irene Mayaka proposes to add the Kenya National Chamber of Commerce and Industry (KNCCI) which I agree with. This is because they are the people who engage almost on a day to day basis with traders. Therefore, they are adding value to that committee. Also, the Principal Secretary in-charge of ICT and the Digital Economy will be included in this committee. He will help in reviewing systems for payment especially on digital platforms.
