    "content": " Thank you, Hon. Temporary Chairlady. I also rise to support this amendment. For any function, while money is important, human resource is the most significant. As the previous Member mentioned, there are a lot of issues with the distribution and handling of human resource. The major issue is the presence of ghost workers. There is no audit of how human resources are deployed, leading to a large number of ghost workers. I support this amendment."
