Therefore, this is to enhance that ruling to make sure every public fund in this country will be subject to audit by the Office of the Auditor- General. The law was trying to protect particular entities from the scrutiny of the Office of the Auditor-General. You can imagine the danger of saying that particular funds or budgets, for the disguise that they are for security reasons, are not subject to audit by the Auditor-General. We are now repealing Section 40 through the New Clause 29A to make sure that all public funds in the Republic of Kenya are subject to scrutiny by the Office of the Auditor-General, including those of security organs."
