"content": "(Hon. (Eng.) Eric Murithi Mugaa): Thank you, Mr. Speaker, Sir. The question from Hon. Sen. Eddy is on what are the roles of the Government of Kenya and the African Development Bank. Thwake Multi-Purpose Dam is funded by the two institutions, the Government has a component, which is less than 10 per cent and African Development Bank (AfDB) has a component that is the larger scale. So, that is the role. The AFDB is just the financier while supervision is done by the Government of Kenya through the Ministry. That is the clear definition of roles. However, in case of any expenditure, we are required to seek concurrence."
