    "content": " Thank you, Hon. Temporary Speaker. I have looked at the Bill and noticed that it has met the threshold of what is required for it to be presented in this House for deliberations. I join the other Members in supporting the Bill. One note of concern is the utilisation of resources that are either with the national Government or the county governments. Allocating more funds to the national Government or county governments does not mean that they will utilise them properly or implement the intended purpose. The national Government and county governments should work together, particularly during critical times such as droughts, health crises, and floods. Article 190 of the Constitution gives us the leeway to allocate more funds to the counties because they need development.
