    "content": "Let us insist as a House that we are not going to sit and watch as people claw back on devolution by using processes that deny counties the power to take control of the basic needs of our people, because that is what the Fourth Schedule that allocated these functions to county desired to do. Let counties have money to deal with their basic needs. Mr. Temporary Speaker, Sir, with that, I support and want to be grateful to the Chairperson and Members of the Senate Standing Committee on Finance and Budget for being here so far until now.
