    "content": "I want to add that because of the nature of the rains in that region, we did not put Kitui District under the programme on free fertilizer because it was intended for the production of maize. But we are considering putting Kitui under that programme during the coming season under other crops, and not necessarily maize. That is because there is insufficient rain to produce maize in that region."
