    "content": "It is also important to note the upward revisions that mostly relate to Appropriations- in-Aid (A-in-A). Many people have criticised the digitisation of government services through eCitizen. Members will see numerous revisions in A-in-A if they skim through the Schedules and the Committee's Report. My colleague here is reminding me that A-in-A revenue projections amount to a total of almost Ksh19 billion. These resources were not factored in the Budget but are now realisable. This has come out of the digitisation of government services through eCitizen. Many government entities, including Ministries, Departments and Agencies (MDAs), can now raise more resources through A-in-A due to the digitisation of government services. As you may see, there is an upward mobility of A-in-A in the State Department of University Education and others."
