    "content": "Hon. Speaker, I can see that I am running out of time. It is also important that I mention the issue of the use of Article 223 of the Constitution. We have deliberated on this matter at length. I am happy to note that as much as we have requests of almost Ksh86 billion for use under Article 223 of the Constitution, this is not unlike what was happening before when the Ministry of the National Treasury and Economic Planning would spend money and then come to Parliament for approval. This time round, I note that out of Ksh88 billion, only Ksh44 billion is going to Recurrent Expenditure, and Ksh43 billion is going to Development Expenditure, of which only Ksh40 billion has already been disbursed.
