    "content": " Hon. Temporary Speaker, I am coming to that point. It has come out clearly that the Chairman of the Budget and Appropriations Committee has the prerogative power to allocate billions of monies into his constituency or county. To cure that kind of mismanagement, injustice, and inequality, I suggest that the chairmanship of the Committee be rotational and that each region be given a chance to serve in that docket. Doing so will make us feel that we are part and parcel of this country. I come from Northern Kenya, an Arid and Semi-Arid Land (ASAL). If you have also noticed, it is the first time that I have seen a budget that at least has some considerations for Northern Kenya, thanks to the Broad-based Government. I believe it has brought about inclusivity and fairness in this country. To finalise my thoughts and conclude, I want the next Budget and Appropriations Committee to kindly consider each region.
