    "content": "When we come to Kenya, it is ironic because we find that development takes 10 per cent in some counties, which is quite low. How will we ever get ourselves out of poverty and be self-reliant if we do not budget appropriately? We must revise the recurrent-to-development budget ratio to at least 60:40 per cent so that we can invest money in long-term areas or ventures such as infrastructure, technology, and service expansion."
