    "content": "Mr. Speaker, Sir, I thank the Deputy Prime Minister and Minister for Finance for his answer. If you listened carefully to this answer, you will notice that the Kenya Medical Research Institute (KEMRI) Board has been mentioned twice in both Ministries. At the same time, you will notice that the Ministry of Medical Services has been given the portfolio of Rural Health Services. At the same time, the dispensaries, which we all know, are in the rural areas also fall under the Ministry of Public Health and Sanitation. Mr. Speaker, Sir, the Deputy Prime Minister and Minister for Finance may not know but in every Provincial Headquarters, there is a Provincial Director of Medical Services and a Provincial Director for Public Health and Sanitation. We want to know whether it is necessary to duplicate these bureaucracies. We also want to know whether it is possible for the Deputy Prime Minister and Minister for Finance to consider merging these Ministries at some point, so that effective health services can be given to the people."
